Planning

The Planning Division is responsible for:

  • Implementing the city's General Plan

  • Administering land use regulations, including the city's zoning ordinance and sign ordinance and tree ordinance

  • Development permitting

  • Conducting environmental reviews

  • Long-range planning

  • Providing professional guidance and technical assistance to the City Council, Planning Commission, Historic Design Review Commission, and the public

The department also acts on items such as sign permits, planner's variances, home occupations, and code enforcement.

The Planning Commission

The Planning Commission is a five-member board appointed by the City Council. The current Planning Commissioners are:

  • Nancy Nardini-Hanson

The Planning Commission has the authority to approve, conditionally approve, or deny:

  • Design review permits

  • Use permits

  • Subdivision maps

  • Parcel maps

  • Variances

  • Tree permits

  • Associated environmental determinations

The Planning Commission also hears appeals of decisions made by the Community Development Director and the Public Works Director. All actions of the Planning Commission are final unless appealed to the City Council within 10 days of the Commission's action. If appealed, the decision is reviewed by the City Council, and the decision of the City Council is final.

The Planning Commission serves in an advisory capacity to the City Council on other planning matters. The Planning Commission reviews and makes recommendations to the City Council on rezone requests, general plan amendments, and ordinance amendments. All Planning Commission recommendations are forwarded to the City Council for final action.

Meetings

The Planning Commission holds regular meetings at 6:00 p. m. on the first and third Tuesdays in the City Council Chambers. The Planning Commission may also hold special meetings at other times, subject to separate public notice of these times.
