Prepaid bus passes are a great thing, but only being able to purchase them from drivers or City Hall can be less than convenient - City Hall isn't near any convenient route stops and drivers often don't carry passes - so it would be highly convenient for passengers to have alternate vendors to purchase passes from.
Raley's and SaveMart Supermarkets would be the ideal choices as they could sell passes through their Customer Service counters and are right next to designated bus stops already.
Personally, I don't often have the time to go so far out of my way to City Hall to get a pass, and my girlfriend, who is disabled, absolutely can't walk that far to get her passes. More often than not, we find ourselves using the cash we would have used on bus passes to just pay cash for the fare.
