The Housing Element is one of seven State-mandated elements that comprise the City’s General Plan and that serves as a policy document to assess housing characteristics, community needs and establishes programs to meet those needs. California State law requires cities to update the Housing Element periodically. The City’s current Housing Element was adopted in 2021. In addition to the regularly-scheduled update to the Housing Element, state law requires all cities to include climate adaptation and resiliency strategies in the Safety Element of the General Plan. The Safety Element, unlike the objectives of the Housing Element, focuses on the comprehensive strategy to reduce both short-term and long-term potential for harm from various threats to community health and safety.
