The Planning Division provides technical assistance and professional guidance to the City Council, Planning Commission, Historic Design Review Commission and the public regarding policies and plans that guide the physical development of the City.
The Division is responsible for updating and maintaining the City’s General Plan, Specific Plan, Zoning Ordinance, Zoning Map and development related ordinances. It is also responsible for processing various applications through required City review and public hearings, including applications for:
Administrative Permits Rezones
Annexations Sign Permits
Design Review Permits Subdivisions
Environmental Review Tree Permits
General Plan Amendments Use Permits
Historic Design Review Variances

Planning, Building, and Public Works Department Office Hours
General Planning Inquiries: Planning staff is available every Wednesday (8:00 a.m. to 12:00 p.m.) and (1:00 p.m. to 5:00 p.m.) No appointment necessary. Applicants are strongly encouraged to call 530-823-4211. Planning Application Submittals: Monday-Thursday and Friday by appointment only (8:00 a.m. to 11:00 a.m.).
Building and Public Works Inspections
Building Inspections are conducted on Mondays, Tuesdays, Wednesdays, and Thursdays with no inspections being on Fridays. To schedule an inspection please call 530-823-4211 x 389.
Permit issuance – Monday through Thursday 9am-4pm.
Public Works Director office hours: Monday - Thursday 8:00am - 10:00am and 3:00pm - 4:00pm or Friday 8:00am - 12:00pm by appointment.
Submittal of Building Permit Applications
Residential and Commercial basic permits (water heaters, reroofs, electrical, etc.) without (not requiring) plan review – applicants are strongly encouraged to apply online. Permits will be processed and issued in an expedited time frame if all paperwork has been provided.
Building Permit applications for other projects (SFD, New Structures, Additions, Remodels, Change in Use, etc.) requiring plan review, applicants are encouraged to apply online or in person.

Local Hazard Mitigation Plan (LHMP)
In 2006, the state adopted Assembly Bill (AB) 2140 which added provisions specifying what is to be included in a Local Hazard Mitigation Plan (LHMP) and requiring a linkage between a local jurisdiction’s LHMP and the Safety Element of their General Plan. AB 2140 requires a jurisdiction to adopt the LHMP into the Safety Element of the General Plan in order to be fully eligible for disaster relief funding under the California Disaster Assistance Act. AB 2140 can be met by either including the LHMP language specific to AB 2140 as part of the Safety Element or to incorporate the LHMP by reference into the Safety Element of the General Plan.
The City of Auburn has a current LHMP which includes an assessment of the City of Auburn’s risk and vulnerability related to natural and other identified hazards and a comprehensive mitigation strategy which includes actions and projects designed to mitigate or reduce the impacts of those hazards and to increase community resiliency. This LHMP has been formally adopted and incorporated by reference into the Safety Element of the General Plan via City Council resolution.
To further meet the requirements of AB 2140, the City of Auburn adopted and incorporated by reference the most current LHMP as part of this Safety Element to the General Plan which should be consulted when addressing known hazards to ensure the general health and safety of people within the City of Auburn.
